ScaleUp Europe Manifesto

This Manifesto for Change and Empowerment in the Digital Age says that while European policymakers have “undoubtedly made progress in creating ecosystems to help people with ideas to turn them into companies, there remains an evident gap in the next steps of development.” There is an urgent need to improve the conditions for growing companies and ultimately for internationalising their activities.

There are six areas identified by the manifesto: the single market; capital; talent; innovation; education; and monitoring, measurement and evaluation. Each chapter contains a list of concrete deliverables. In total, there are 49 actions where progress is thought to be both “desirable and possible.”
