The International Scale Up Programme is delivered by the Enhanced Trade Partnership in Greater Manchester, combining the expertise of the GM Business Growth Hub, Department for Business and Trade, Greater Manchester Chamber of Commerce and Greater Manchester Combined Authority.

Launched in 2026, the 6–12-month programme aims to support 100 high-growth businesses across four cohorts to expand internationally. It is open to new, occasional and established exporters with an export-ready, scalable product or service and strong international growth potential. Applicants should have traded for at least three years, employ five or more staff and generate turnover of at least £500,000, although flexibility is available for businesses with high growth potential.

Participants receive export diagnostics, training and one-to-one support from an International Growth Adviser. The programme helps businesses develop international growth strategies, enter new markets, build global connections, access funding and navigate customs and regulatory requirements, equipping them with the knowledge, confidence and networks needed to achieve sustainable international growth.
